Council of Chief State School Officers

The Council of Chief State School Officers (CCSSO) builds the capacity of chief state school officers and state education agencies to develop, fund, and improve the quality of early childhood programs and kindergarten-third grade education.

Included among CCSSO’s strategies to improve the quality of K-12 education is working with state leaders to expand and target access to high-quality early childhood education programs and closing opportunity gaps for children growing up in low-income families.

Our state allies call on CCSSO to:

Help state education leaders — especially those new to the role — build knowledge on early learning and alignment with K-12.

CCSSO can share viewpoints around state chiefs' knowledge of and interest in early childhood issues, which it extracts from selected state resources and information gleaned from CCSSO's major annual events for chiefs and SEA leadership teams, including the Annual Policy Forum, Legislative Conference, and the Summer Leadership Convening.

Make state-to-state connections to share knowledge and strategy.

CCSSO's relationships in state education agencies across the country can be leveraged by advocates in different states looking to pursue similar strategies or achieve similar outcomes.

Additional Alliance-funded support for state advocacy includes:

  • Convening state program managers and researchers to work on child and program quality standards, assessments, data systems, accountability, and workforce initiatives.
