In 2019, Delaware advocates won an increased investment in the state’s child care subsidy to ensure there’s no waiting list — the state will continue to serve all families who qualify. And there’s more.

  • A $6.7 million increase in Stars Quality Rating and Improvement System.
  • Tiered reimbursement rates associated with each Stars Quality Rating, increasing by $5 per child per day.
  • Consolidation of Office of Child Care Licensing into the Office of Early Learning, requiring alignment among Stars and Licensing requirements.
  • New program launched to hire child care inclusion specialists to provide support to child care providers across the state.
