Alliance allies gathered to learn from national and state partners about the impact of federal safety net policies and what levers states have to support families’ economic security.
Federal and state child tax credits have historically received bipartisan support. These tax credits for families with children under age 17 provide financial relief for low-income families and their children and support economic mobility. New Jersey, Vermont, and RI have recently chosen to use American Rescue Plan Act (ARPA) funds to enact state-level child tax credits.
Alliance allies at Hawaiʻi Children’s Action Network (HCAN) worked in coalition with partner organizations this session to pass legislation that will improve economic security for children and families – particularly those who have been most impacted by structural racism and continue to have the lowest wages.
State advocates joined with some national organizations to discuss policy opportunities and strategies for engaging on family economic security issues impacting our youngest children and their families. The huddle highlighted early childhood state allies from Arkansas and New Mexico who are leaning into promoting policies that advance equity and family economic security.

Elevating parent voices is a powerful form of advocacy. As allies have knowledge of the policy process, parents have lived experiences and insight on what is wrong and can be improved. Allies gathered to learn from peers how states are working to include parents in their policy development and advocacy strategy.
Voices for Vermont’s Children built momentum for economic justice through their advocacy approach paired with consistent messaging. These allies work in partnership with coalitions and use outcome impact data to ensure that Reach Up will meet families’ basic needs for the well-being of Vermont children.
Alliance allies in West Virginia helped organize a broad coalition to defeat the repeal of the state’s income tax. TEAM for West Virginia Children utilized Alliance for Early Success Rapid Response to support advocacy and coalition-building efforts.
Allies at Voices for Vermont’s Children have been fighting for universal paid family and medical leave for years. Their fight continues as they successfully fought against an inequitable family leave bill in 2020 and are advocating for an improved plan in 2021.
