Grace Reef (Early Learning Policy Group, LLC)

Grace Reef has extensive experience in policy analysis and development, advocacy, and coalition building. She has supported state rapid response requests through the Alliance network for over 10 years.

Grace Reef is the founder of the Early Learning Policy Group, LLC, a northern Virginia early childhood consultant firm.  Grace worked in the U.S. Senate as a senior policy advisor to three Senators over 17 years (including five years as the Senate Health, Education, Labor, and Pensions (HELP) Subcommittee on Children Staff Director).  As Chief of Policy and Evaluation at the National Association of Child Care Resource and Referral Agencies, NACCRRA, (now known as Child Care Aware of America), Grace worked across states to support child care access and affordability strategies. As a consultant for the past 10 years, Grace has worked at the federal, state, and local level to support access to affordable, quality child care, build early childhood systems, undertake early childhood landscape analyses, integrate siloed funding streams, and support innovative solutions to complicated challenges.

On the Ground:

  • In South Dakota, Grace helped advocates by mapping the supply of licensed care and unlicensed home-based care; reviewed and suggested revisions for several pending child care bills, drafted fact sheets and talking points; designed an online child care affordability calculator, and researched questions asked by the state child care task force.
  • In Wisconsin, Grace helped advocates by designing an online child care affordability calculator, and responding to quick requests for data.
  • In Tennessee, Grace helped advocates by being a “thought leadership” partner to develop state policies.
