Responsive Support in Action: Alliance Ally Georgetown’s Work on HR1 and Medicaid Coverage

As states implement the One Big Beautiful Bill Act (HR1), Alliance allies are turning to trusted partners for policy expertise and implementation support. One of those partners is the Georgetown University Center for Children and Families (CCF), a longtime Alliance Responsive Support provider that helps state advocates understand health policy issues affecting children and families.

Through policy analysis, research, technical assistance, and support for state coalitions, Georgetown provides advocates with information to respond to policy changes and advance solutions that strengthen family well-being.

Over the past year, Georgetown has become an important resource for Alliance allies responding to HR1’s Medicaid provisions. The law requires states with Medicaid expansion programs to implement new work reporting requirements and more frequent eligibility reviews, creating administrative challenges for state agencies and increasing the risk that eligible families could lose coverage because of paperwork barriers rather than changes in eligibility.

Georgetown has provided analysis, implementation guidance, state tracking tools, and research to help advocates understand the new requirements and their potential impact.

Much of this work has focused on Medicaid work reporting requirements. Georgetown researchers have analyzed implementation costs, explained federal rules, examined impacts on different populations, and identified strategies states can use to reduce coverage losses. Their research includes the effects on parents, pregnant and postpartum women, and rural communities.

On the ground

That expertise was on display during a recent Alliance huddle on state strategies for implementing HR1 work requirements. Adriana Kohler of the Georgetown University Center for Children and Families walked advocates through the new requirements, highlighted Georgetown’s implementation tracker, and explained who is subject to the requirements and who may qualify for exemptions.

These insights help Alliance allies understand potential risks for families and identify opportunities to minimize disruptions in coverage.
